The wind doesn't choose the course: only those with a port can be carried by luck.

Seneca is talking about direction, not luck. A good wind helps only someone who knows where they want to arrive; for anyone else, the same wind is just noise. Opportunities appear constantly: an acquaintance, a course, a job change. They become favorable only when a port exists, meaning a defined goal. Whoever cannot name it keeps waiting for perfect conditions and misses them all, however friendly they are.
