Rot starts at the top: when the head is sick, the whole body feels it before knowing.
The line captures the intuition that a society works like an organism: a disease of the head spreads into the limbs. Marcellus has no proof of the royal crime, yet he feels the natural order is broken, and that presentiment is more convincing than any investigation. The mechanism is real: corrupt leaders normalize lying at every level. A state whose ruler lies publicly can no longer demand honesty from its clerks, and the ordinary citizen feels, without proof, that something is wrong.
Why it matters It applies whenever an institution or company shows dysfunction that is hard to name precisely but felt by everyone.
