The distinction is between domination and responsibility. The one who dominates demands only obedience and can ignore consequences; the one who governs must weigh interests, anticipate effects, and answer for them. Raw power is a simple tool; ruling well is precision work. A manager who only orders and punishes dominates the team but leads it badly: people follow the letter of instructions and wait for things to fail.
