A bad institution does more harm than having none at all.
Maiorescu criticates the Romanian tendency to imitate Western forms without substance. He argues that poorly made schools and museums not only fail to help but deceive and degrade. For example, he attacked universities that produced graduates without real skills, calling this phenomenon 'forms without substance'.
