A decree rules only where and while it is obeyed; unwritten laws remain.
Some rules were never promulgated, yet we recognize them instinctively: bury your dead, protect your child, do not betray your kin. They are unwritten and unfailing because they outlast any regime. A decree is bounded by time and territory; conscience is not. A totalitarian state may forbid helping the persecuted, but those who obey their own conscience remain, in the eyes of posterity, justice itself.
Why it matters It helps someone choosing between an official directive and a moral principle they cannot formally justify but feel with certainty.
