After 2022, sanctions regimes expanded from Iran/North Korea to a systemic actor (Russia) and to frontier tech (semiconductors → China). In 2026, fragmentation accelerates: sovereign-AI clouds (EU, Gulf, India), semiconductor bifurcation (US-CN), critical minerals (Africa, Indonesia). The EU and Romania must actively map their dependencies.
